in case you were still curious, yes, in the japanese version, she peppers her speech with english, not french
In Japanese version, Mitsuru speaks some gratuitous English. In the English version, it's French.

The Leader's VA is not that one from Hyouka but Hijikata from Gintama has the same VA of the Shinjiro here.
