I don't see how reporting something sooner than later helps anything if I sell someone a gun and then report it stolen, I'm certainly not give police info that can help them locate who I sold the gun to. The only way to impact the drug cartels is keep them in jail for a long time when you find them.

That way they can claim some insurance money and if it looks like they are amassing an arsenal they can just say they were replacing what was stolen. But if there is a monetary necessity to report within a time frame they will be forced to come forward or face a fine. It becomes pretty obvious, pretty quickly when someone is reporting 5 missing AR15s every other month that they are reselling them. It's about stopping the ones selling to the cartels not the cartels themselves, but that too if it is feasible. They already put the cartel in jail when they catch them. Problem is that the cartel likes to pay/ coerce some poor schlub to do their bidding instead of doing it themselves. So the ones we catch are often just these poor schlubs. And there are a lot of poor schlubs out there.

Besides the fact it is a money grab, the presumption is that "safety" is more important than freedom under law. Virtually every tyrant or dictator used some definition of "safety" as a cover for gun laws that do not protect owners of firearms or other "dangerous" tools of self protection. I can go a month or more without looking at my weapons. This law is just stupid. It would be better to somehow reward someone who reports a legitimate theft. Hey! There's an idea!
