Make rewards higher than bribes taken or poaching benefits to turn in bribed officials with evidence. Shazam turned poor people back morally. The poor people don't want to be bad, they just want to eat. And if it's easier for them to eat by being poachers or aides of poachers, they'll never do the moral thing in exchange for a starving family

take out their trucks/vehicles so that are stranded remotely. Bigger drones would be needed with attack apparatus. Offer big enough reward for capture of poachers so they can't resist.
