That's only if the fish isn't eaten immediately after killing it. You can literally kill a fish, remove the flesh, and eat it immediately right on the spot because it's fresh enough to the point where no bacteria has gotten on it yet.
I could have sat there watching that guy all day. Very interesting technique. Does the fish need to go through some sort of cleaning process to ensure there are no bacteria if you plan on eatting it raw? Doesn't sashimi grade fish usually get frozen for 48 hours under 0 degree's to kill bacteria?
