Judge Caprio can show compassion this easily, even when they are guilty, he still treats them as humans - yet other judges are always trying to get out of the proceedings as fast as possible.
This man is an angel in disguise and I wish him all the best with his health.
I hope he inspired other judges to act with that much compassion for humanity
True. Joe Brown is the meanest of them all. He's even meaner than judge Judy. At least Judy is just keeping order in the court. But even she once wanted to rush to lunch, and she also gave a couple of verdicts I didn't agree with. And Judy could also calm down a bit, with the trying to keep order. She seems to not even want anyone to sneeze. Mathis seems to be a good one. Also Lynn Toler is a good one. The judge in THIS video is very compassionate.
Police officers do target cars with out of state and foreign country plates, because they’re less likely to fight the ticket. For example, a person who’s from New York and goes on a roadtrip to Florida is way less likely to return to Georgia where they got a ticket, for one day just to go to court even if the ticket is nonsense. And it would cost more both in money and time to fly or drive back to Georgia than to just pay the ticket. It’s a strategy to make money
In that situation, they will not extradite you so I just do not pay them
@@ThePuppetmastr That only works if you’re from another country and have no intention of returning to the US. If you’re from another state, they absolutely will arrest you
Yeah, no. If the driver never returns to or travels through that state again after getting the ticket, the most likely outcome will be that the ticket ends up in the trash. Traffic offenses are either misdemeanors or simple violations, depending on state law, and they can't get for those you once you are out of that state. Targeting mainly out of staters to generate revenue is a gamble. Some might pay, some may not. Most likely, most will not.
Ticketing mainly residents and locals it pretty much the only way to guarantee revenue generation.
@@meatpopsicle1567 They absolutely do arrest people. If you miss a court date or don’t pay on time, a warrant will be issued for your arrest, and if you get pulled over or id’ed anywhere in the country, then they’ll see that warrant
@@michaelbaker5501 they will see it but the city that issued the ticket/warrant won't extradite if it is too far, and most of the time another state is too far for a misdemeanor

If you listen to the testimony of the car owner she claimed she was a little bit on the sidewalk after being in a row of other cars in the driveway. This to me means that her car's trunk area was extended over the edge of the sidewalk and not the rear tires. I also know that this city loves to give tickets for people who park in the street overnight. When the Landlord parked in the street in order to allow his tenants a space to park in his driveway, I questioned as to why the overnight parking in the street wasn't applied? Also I'd listened to others who did get overnight parking in the street and the fine was less than the parking on the sidewalk. It seems to me it would have been cheaper to park overnight in the street? All these nit picking codes and bylaws that are legislated by high density areas are why I love living in suburban to rural areas. What good is it to have access to a lot of services if one must pay indirectly to have the right of access to them?
Got keep the money rolling in, it is part of the city's business model.

Are you out of your freaking mind? "Best" ... "fairest" ...? FAIR would have been to give the poor kid a break and let her off with a warning. This young girl will have to work a couple of days as a waiter to earn the $210 that this "fair judge" extracted from her in a few minutes, for the HORRIFIC CRIME of parking in the wrong place. Screw this "judge"!!

28+years in law enforcement myself and I can tell you that all departments do, but they'll never admit to it. They will always lie.

@meatpopsicle1567 they literally have a data base where they can type in the officers name and the type of ticket/charge and see what states the license plates were for or how often one specific plate repeats. It would take less than a minute unless the computer lagged lol
@@phalenleigh No, they don't. There is no "date" base that tracks traffic violations involving vehicle registrations. There is definitely not one where you can "type in the officers name and the type of ticket/charge." Who told you there was one? What's it called?
@meatpopsicle1567 it's called the UCAD system(Unified computer aided Dispatch), every ticket/stop/call is logged into the UCAD. You call 911 and your call is logged with the name of the dispatcher, officers who responded and filed their IR(incident report) usually only filed by LOoD and FoS (lead officer on duty and first on scene) and anyone who had contact with the subject. If it is a big enough event that it has an IC (incident comander) he'll also file an IR. In the case that it's an all call (fire,EMS, PD) then UCAD will log all reports from all depts from dispatch to the final IRs. I mean I could email you the excerpts from my textbook from the School of Emergency Services Fire Science program at DSC 🤷♀️ but it's not a very interesting read to be fair.
He couldn't completely throw out the ticket, cause there WAS still a violation, and it doesn't matter who actually did it. And, of course he wouldn't trust that any officer would target any car. But, he seemed fair and balanced. And he heard her out. And he seemed to have SOME sort of compassion. Good for him.
I mean recently he threw out a ticket where the girl went through a red light because she was a straight A student and it was 2am and there was no traffic so yeah even with an actual infraction he technically could have dismissed the charge. I feel like he didn't because she tried to lay the blame on the cop and the landlord etc instead of just telling him due to various reasons I'm contesting the parking fines because I cannot afford them. And I would have happily gotten a parking pass of I'd known ahead of moving in that parking was going to be an issue.
@@phalenleigh She did have a point, though. Street parking over a certain hour is not legal. So if the officer was going to give her a ticket because her bumper impeded the sidewalk, why did he NOT ticket the vehicle in the street illegally? Especially if he had to walk AROUND said vehicle to GET to hers?
She was absolutely targeted for out of state plates. That officer assumed she was visiting and DIDN'T want to ticket the assumed resident, so he picked the one that would leave and likely not come back.
Except in THIS case, he had it backwards, and it cost HER.

I’m from the UK and I love how compassionate he is. Does anyone know if he got through his cancer treatment and beat this terrible disease? I hope so.

Out of state IS targeted. Especially if it looks like your leaving town. They know you wont come back to fight it and just pay the dang thing. Yep, It happened to me. I had 3 semi's in front of me and decided to go around them. No more then 20 min after heading back to Oregon on the freeway from Utah the officer pulled me over. Never had a ticket ever until that.
Actually, how long has she LIVED in the state? After so many days most states require you to register in that state as you are LIVING there

After thirty days, if you have not changed your address on your license, even if it was in the same town but on a different street or even in a different apartment, you are subject to a citation for failing to change your address. Same goes for people establishing residence in another state. Thirty days is usually the requirement for new residents to get a resident driver license. Resident driving with a non-resident license is an offense in a lot of places.

Cop probably noticed her car first because of the out of state plate. Then looked at it to see if there was anything he could tag it with. From watching Caught In Providence, those that are write tickets will write a ticket for parking on the sidewalk even if a drop of a car is on the sidewalk. This officer saw a drop of her car was hovering the sidewalk and wrote the $100 ticket. He kept coming back because it was an easy write for him. The question was why he didn’t write the 2nd ticket for her landlord for overnight parking. Maybe he has a parking pass? The money she probably saved in being on her parents’ insurance and registering her car in CT (which is illegal after 30 days - 60 days after you become a legal resident of another state), was spent on being a cop’s target for overnight & sidewalk tickets. Thank goodness her roommates moved out. It apparently created a bunch of room for her to park better. $220 = He charged her $200 for getting caught on camera moving violations and he said $20 for the parking violations. He cut her fines in half.
I wonder what that court is like now since Judge Caprio has retired. Has the judge that got promoted to the Chief position share the wisdom & philosophy of his predecessor or does he take a more common version of what a judge does and just enforce the fine that was imposed by the city?
Ziggy Quinn retired along with Judge Caprio. There is also a new Chief Inspector in that court system. Unless Danny Carrigan got promoted. He’d be good at it. Otherwise, whomever got it, would that inspector be by the book too? I’m curious as to what the Providence Municipal Court is like now.
I also pray for Judge Caprio’s restored health from cancer. There have been no updates in a while. I just continue to pray and watch the repeats of CiP on Tubi TV!

This story reminds me of the time in Chicago when my Dad was contacted by the police for being double parked in Los Angeles--even though he was NEVER there! Talk about crazy cops not knowing their cities! Wow!

If its spelled Warwick, I will say Warwick. Spell it Worrick, I pronounce it Worrick. Its not hard. I do my best to read an pronounce any name, or word, even medical terms and Spanish, and do fairly well. But I break the words down to syllables, so, asking me to say it any other way , I may try it, but its not without some internal and maybe external protest.

I believe they do target. In my home state visiting on leave and driving a rental with plates from another state I was nailed for speeding, talked to the state office about the situation and they vacated it. Then after retirement I moved to another state and was driving (first time) through a local town, with out of state plates, didn't see the speed limit change and was just following the rest of the herd. Guess who got cut out and got a ticket. I don't drive through that town anymore unless I have too. I take the long way around even with updated plates.

I feel like there was a communications gap here. She got ticketed twice while on the street. When the landlord parked on the street there was no ticket issued for that, but she was again ticketed (rightly so) for parking across the sidewalk. I’m wondering if the landlord was partially blocking the sidewalk previously since she said he moved to the street in part to allow her to park in the lot.
She was pulling out all the stops but when she claims she was targeted because she had out of state plates, the judge wasn't buying it.
I've seen over the years of watching Judge Caprio, when you own up to your mistakes, he'll be lenient with you. When you say you were a target, he does not like that.

Well, I did sort of feel sorry for this girl at first after she described the problems that she had had but then she let herself down by saying that the police officer had targeted her and frankly that was a big mistake. The judge however still delivered what I thought was a very fair decision as always.

The judge was pretty cool, but bull on the officer saying out of state plates aren't more inclined to be targeted lol. Someone who is less likely to show up to fight a ticket is absolutely going to get hit more.

I lived in PA and worked in DE with AZ tags for about a year, and got zero tickets. There's no upside in ticketing out-of-state cars because there's no downside to ignoring them.
Out of state drivers are less likely to contest fines, so there's no downside to targeting them.
I think I would have better things to do than issue parking tickets for being on the sidewalk if I was a police officer. . . I could understand if they were completely on it or blocking it though.

I am surprised that this old judge was so lenient with her, considering her lack of respect (such as saying "yeah" several times and not dressing more conservatively for court), and her lack of care for the actual law that was broken.

These are really low fines. I've only gotten one ticket in 20 years but it was for driving 15 seconds in a HOV lane. The car in front of me slammed on their brakes presumably because they saw the cop and I was forced to change lanes to avoid an accident. For that, I was fined over six hundred dollars.
I once got a parking ticket in Coatesville, Pa. for the rear bumper of my car sticking a few inches into a no parking zone, I just laughed and tore it up! I don’t live in that shithole city anymore!!
This girl is definitely guilty of the parking violation. She admitted it. However, I find it interesting that the police officer did not ticket her landlord and that the same officer is responsible for ALL 4 of her total tickets. In the interest of fair play and integrity the Chief should be looking into this if for no other reason than to dispel any appearance of impropriety.
They are likely to be in an area where street parking is legal. But no where is parking on the sidewalk legal.

Really, though, did he expect the police inspector to answer "Yes, your honor, we are much more likely to ticket out of state people because we have advantages over them". The judge should have made the landlord pay the tickets and told the chief inspector that he was a moron.

Yes, local cops do like to pick on certain people/ cars. Seems to me their nit picking over trivial matters where a simple warning to the owner of the property would have done the job. BuT The glaring issue I see is totally overlooked. Why the fines for a simple parking ticket is so high? In most cities a parking fine is around $25. , that's even more than doubled in the past 10years at that.
No health insurance for employes? Third world country?

She got a ticket because she parked ON the sidewalk, not because of her plates, she sounds like one of life's victims. Always a sob story, I would have thrown the book at her and sentenced her for 8 years hard labour with no chance of parole, she wouldn't park on the sidewalk again.

Did she say bitten by a brown recluse in Warwick? Brown Recluses aren't established in the state of New York. I'm highly dubious of any claim that she was bitten by one. Bitten by something which came infected, sure, but not a brown recluse.
