After the erase all contents, when I switch carriers will I sign back into my iPhone & have everything from the iCloud back on? Mostly care about my Notes & Photos, & contacts.

Great question! Erasing all content and settings on your iPad will only affect that specific device. It won’t directly delete any data from your iPhone or other devices connected to the same iCloud account. However, if you have iCloud Backup enabled, your iPad's data is backed up to iCloud, and it will be removed from iCloud if you choose to erase it.
