Unable to travel to a Visa Application Centre to enrol biometrics

In this video the Home Office policy on dealing with individuals who are applying to come to the UK who claim they are unable to travel to a Visa Application Centre safely. This policy provides for an applicant to request their application to be predetermined before they attempt to travel to a VAC or ask to be excused from having to attend a VAC to enrol their biometrics before travelling to the UK because they claim the journey to the VAC is unsafe.
