If you want to build your own CSS Framework from scratch, you can do that with Advanced Themer. I prefer to use ACSS along with Advanced Themer because ACSS is a very robust framework and I don't have the time to learn CSS to the level of Automatic CSS. So, if you have really strong CSS skills, you don't really need ACSS. But if you're running a business, Its faster to use tools like ACSS to speed up development time for client sites.
