That AV model is used by V in the Corpo lifepath, as well as by the Peralez during one of their missions. I'm guessing it was added as ambience for City Hall (probably as an Evac for the Mayor, as you said), and they just copy-pasted it without removing it's functionalities (since you can't get up there naturally anyways).
My guess is that the AV is from the Jefferson Peralez / River Ward quest line as well like the city hall interior. I can't remember the exact location you get dropped off at for that braindance mission, but I think it was near-ish city hall. AFAIK that fancy AV model is only used a few times so there's not too many options for what it could be.
I used the sword trick back when you could use the sword trick to fly, landed on those ledges outside the windows, and Holt was inside with some NPC's. I shot them all through the glass. No badges,
I think the blocked npc door is where the holt/rhyne and security go in and out of the braindance
That AV looks exactly like the one the Peralez's use in that questline, but it should also be noted that V enters an Arasaka AV in their Corpo lifepath, and also enters Hanako's AV in the Devil ending. The AVs are all detailed differently, but function the same.
Damn, 550 hours in and I never even noticed city hall.
The AV is probably from the quest, when you leave the braindance that uses City Hall Perlazes leave in an AV so the game probably stores it close for smoother experience
You should make a T-shirt with "there's actually fuck all inside this building" at this point.
You could wear that outside pretty much any city hall around the world.

I once got a cyberpsycho icon in that building near the top of the building with the name "Johnny." I don't have cheats installed, so I can't check it out.
Probably has something to do with the cyber psycho scene in the brain dance that takes place there
One thing I wonder is if there's an actual room somewhere in the game where Mr. Hands is.

After the cyberpunk reveal and release debacle. The less they say the better off they are because then they won't have to lie about showing you one thing and then selling you something else all over again.

There is a marked NUSA rayfield excalibur version too which is cool, you can spawn it using mods.

I want to explore some stuff, but sometimes it's too bright (e.g. Yorinobu's Penthouse upstairs) or too dark (Dogtown Parking Garage)

I suppose CDPR was planning to add AV as usable transport but that was cut out like many other things.

yet another video that goes to show how rushed this game was. I'm surprised CDPR released it at all. Here's hoping that Project Orion gets the love it deserves.
And that they release full modding tools like they just did for Witcher3. There are lots of these fully detailed little places inside hollow shells, that can be expanded by modders.
This doesn't seem evidence of it being rushed. It would not make sense to model parts of the game that are unreachable.
Cyberpunk was rushed but your logic is complete nonsense. This doesn't prove it was rushed. Not every asset created during the game needs to be used. Rdr2 had cut stuff and so did many other goty games.
