Well Pixar released Inside Out and the Good dinosaur in the same year. Sony released Spider-Verse a year after the Emoji Movie. It’s not that uncommon.
That's classic DreamWorks. They just toss everything onto the wall to see what works. So they make masterpieces, garbage fires and everything in-between.

If they cut out the part where he wastes the money and just have be stolen or something then I would understand his choice considering he was about to die, but he wastes himself and loses any sympathy for what happens next.

It's interesting to listen to Comedy Bang Bang when this movie comes up. Scott was a writer for the film and you can just tell how much of a headache it was to make the movie. Compromises had to be made everywhere, and it sounds like no one was satisfied with the end result.
I do think that everyone's complaints towards this movie are justified, and I don't blame people for saying it's bad, but I wouldn't say it's the WORST.
I bet all the 8 year old Scarface fans were screaming "they said the line" when the shrimp dude said "say hello to my little friend(s)" back in 2004, you know like 21 years after scarface came out. I wouldn't call shark tale a kids movie, it's more of a stoner movie.

I never got what the memes meant, but at least I understand them now, like with Lola being the female Hans twist villain, as well as Sykes' stare meme once he realized that Lenny's been laying low under Oscar's protection as the "Sharkslayer's pet shark" for quite some time. Lenny pretending to eat Oscar during Fish 9/11 before the Sharkslayer defeated him never got old. And then Lola slamming Oscar at the penthouse window like he's a raving dope, that ain't young love: that's just abuse right there. And I thought I was meloncholic during India arie's "Get it together". I can't believe Lenny ate Angie, only to spit her out as well as a bunch of miscellaneous objects from his barfing, and then Don Lino recognized his own son cuz Oscar turned him into a dolphin after Frankie got killed by an anchor that dropped on his head. It was nice to see the shrimps helping Oscar out for a lil bit before Lenny and Lino got trapped in the Whale wash, only for the father and son to make up after Oscar said that he's (Oscar) not a real sharkslayer to everyone. At least we got a happy ending out of it after shark and fish formed a lasting friendship.
