what is the difference between meaning " turn on notifications" and " turn notifications on" ?

Great question! There's actually no difference. The phrasal verb "turn on" is a separable verb. This means you can place the object (notifications) either before OR after the preposition. I have a video all about this: ruclips.net/video/Pf_exgutv84/видео.html
