I just looked up the law in California it says that I need 4 years journeyman experience before I can get a license for pressure washing. No wonder why people hate the government in California

It is the reflection of the sun off of neighbors window. Energy efficient windows have a coating to reflect heat away from house. Unfortunately the heat is reflected somewhere else. This usually happens on the North side of the house. Which does not get exposure to the sun.

Painting vinyl siding can cause it to melt. Especially if it's sun side. That looks worse than I've ever seen, but could be the cause.

It's from the sun. Some vinyl siding is really low quality and the sun, directly or indirectly ( bouncing off glass or shiny metal) actually 'melts' the siding.
There are ultra high levels of UV that have melted siding and even cars. More often when light traps are formed bouncing additional radiation on an area.
I've seen vinyl like that in 9:48 where it is warped. It is from heat and oddly enough, it can be from other windows / metal from adjoining houses or structures that can do that. For example, I've seen areas where the sun would reflect in high heat areas and that would double the sun energy on that spot and cause that issue. Also, having fire pits or grills too close to a structure would cause that.

Document the condition, written and with pictures or video, and do a walk through with your contact before you start the work.
