It's not a tuning issue, that's how all fortepianos sound. It's closer to the actual sound when Schubert compose red this piece than modern day pianos.

he plays no. 4 as fast as no 2. And yet no 2 is marked allegro but no 4 is marked allegretto (i.e no 4 should be slower than no. 2)
His talent would shine even more if the piano had been tuned differently.
