I was hoping this would be Trial Room from Kirby, the beginning of Hydrocity sounds a lot like it. (Not to discredit the rip, of course, this sounds fantastic)
Might have been the black magic whoever made these used. The multitrack for Mania's soundtrack isn't something anyone other than Tee Totino Lopes has access to. They probably killed the center of the mix, and then filled it back out with similar percussion and YM2612 instruments from the original Genesis version of the track. Still, it's high quality as fuck.
