I originally thought it was from Kirbys Dream Land 3 (specifically the sound that plays when you find an npc that gives you a Heart Star at the end of the level) but after double checking it doesn't sound similar at all. It is possible to use sound effect's labeled for public domain use and it is possible to change a sound effect enough to claim it your own. It is also possible to go into a tracker and re-create the same sound effect's while also not knowing they we're related to another game; which happened to me once, had friends point it out to me on over a dozen times. XD
this shows how resourceful and even smart toby is by pulling sound effects/song samples for deltarune from the most random sound libraries, video games, and videos online
I think the booster one (that you claimed was a possibile reference to A Hat In Time) is a coincidence, as ascending the pitch as you collect certain things is fairly common. For another example, the Red Coins in most Mario platformers do this as well

All the Earthbound references make sense considering it's a game from Toby but one of the most obvious ones from chapter 2 is the "Wow" from a couple of Spamton's songs, which is ripped straight from Earthbound.
And Toby was claiming that undertale was a earthbound rom hack during its beta state (I heard this yesterday on a video so I don’t know much info.)

2:29 personally this sounds reminds me of a scene in LoZ Wind Waker when Tetra winks at Link. It's a similar speed and even a similar instrument (presumably), just a different key.
Edit: the jingle is from the Bomb Shop scene, and it's 7 notes instead of 4, but still just about the same speed as Jevil's creepy jingle. More likely a reference to earthbound as you noted, but I'd be willing to bet the hint of mischief in Tetra's jingle might not have gone unnoticed by Toby.
I originally thought it was from Kirbys Dream Land 3 (specifically the sound that plays when you find an npc that gives you a Heart Star at the end of the level) but after double checking it doesn't sound similar at all. The Tetra Jingle is more likely imo as it sounds the most similar.
Also, theres a difference between the jingle before the forsaken fortress and in the bomb shop?

It is possible to use sound effect's labeled for public domain use and it is possible to change a sound effect enough to claim it your own. It is also possible to go into a tracker and re-create the same sound effect's while also not knowing they we're related to another game; which happened to me once, had friends point it out to me on over a dozen times. XD

I think the booster one (that you claimed was a possibile reference to A Hat In Time) is a coincidence, as ascending the pitch as you collect certain things is fairly common. For another example, the Red Coins in most Mario platformers do this as well
