That first part is ridiculous. The most consistent I got was waiting right before the hazards to cross to dash. That one killed me way too many times. The last room is helpful if you can do the dash up and jump off the wall as you will ignore the enemies. If not, try to wait until the hazard on the right is at the top before dashing over at a 45, as it will be below you by the time you go up. It's a real annoyance to have to look at Oshiro, both enemies, and where you are going all at once. That level killed me many times, too.
