Hi mate, I have a 1989 mitsubishi galant. When I turn on the ignition it reaches 12v to the carburetor vacum solenoid. It's supposed to do this when I turn on the headlights, but in my car it does it as soon as the ignition is turned on. Where should I check? (condition in air conditioner is normal)
No! The ignition key receives a positive power from the car battery through the batt terminal and distributes that positive power to the different electrical loads. The power that goes to the ignition coil, electric fuel pump, electric fan etc is taken out of the ignition key via the IG terminal. And power will be supplied to the IG terminal when the ignition key is on the ON position. No negative terminal comes to the ignition switch. The lines are all carrying positive power to the different loads!
There are two power supplies going in to the hazard circuit! One is directly from the battery and the other one is from terminal 15 of the ignition switch.

Why green brown is from a battery, while green has a constant voltage either off or on. position
I thought green would be 12v in, also. It makes sense that there is a single contact, GB, which powers all other circuits, Gn, when ignition is on.

What is balt and IG ?
Did you mean Batt? That will be battery terminal, and IG means ignition terminal!

I connected my turn signal using terminal 15,so how can I connect my hazard using terminal 30
