The Matrix is a simulation. It's not real, and thus Neo, who understands its true nature, is now learning how to bend or break all the rules--including the laws of nature, gravity, etc.--that ordinary people think they have to live by. The agents are superhumanly powerful within this world, but as computer programs, they are still limited by the rules of the simulation. So Neo may be talking to the Agents, or he may actually be talking past them, to those who created this system or keep it running. (Which in the later, much inferior, sequels we learn is the Architect, but Neo doesn't know that yet)

I always found the ending to movie funny. He just fly's up to camera as if he's superman and then it ends.

The voice of the devil
Most underrated comment. This scene is ironically the doctrine of ye shall be as gods. To bad, I still believe the Matrix is a wonderful film.
