It will be counted as only 1 scholorship because fee waiver is not a kind of scholarship. So you can go for it. And legally you can't avail more than 1 scholorship apart from fee waiver.

I think you are from Jharkhand. I don't know the exact procedure of Jharkhand income certificate but as far as I know in Jharkhand you have to make seperate income certificate for mother and father. And you will have to show some income of mother. Due to this mostly annual family income crosses here 1 Lakh. But still some students find an alternate way.
For better clarity any student with Jharkhand income certificate will be able to guide you better.

You don't need to be 18+ for bank account & These things are not required during physical reporting. Watch the video properly.

SC/ST don't need to provide income certificate & related documents neither they have to pay 1st semester tuition fee. They are exempted from tution fee from 1st semester itself.
