My pleasure! I put together a sheet for the vehicle abilities as well, and the whole GFG squad discusses it in this video: ruclips.net/video/hJ-qIx6tOE0/видео.htmlsi=mQuadsoZu3J3S6oy

Thank you for going through all the work to compile the data on this list! It'll be very practical and handy to consult when deciding who to upgrade next instead of going through the pain of going to the gallery and circling through all the characters in the game's menus.
One of the best things about Fighting Spirits is that there is no RNG envolved (like getting SSS vehicles), so you always know what you're aiming for and putting your resources directly to achieve what you want. I got Beast Zangief's FS to +20 today with another 40 gold tokens from the current Rose Tarot event. Depending on the phase of the game one is going through, getting gold tokens through events will almost always be the better option since we can even buy 30 black tokens from the shop for 500 gems if you're not wiling to pay the in-game money for it (almost 15M and I prefer to use it to pay for breakstones and level up characters). That's like buying an assist for around 1000 gems so it doesn't seem a bad deal to me, although we'll also be getting tokens in the pity system when we're pulling for regular characters and even idle rewards (although those come by very slowly). The gold tokens are sold in the shop for around 1500 gems for 20 so its cost is 3 times higher than the black tokens and provides 10 less units, but with the in-game money they will again cost around 15M for 20 shards so if one is willing to pay for them on the shop I think the best deal would be to buy the 30 black tokens with 500 gems and the 20 gold tokens with the 15M Bison dollars - at least that's what I've been doing when I really need them. Also very worth noting is that you can save your gems for buying them on the Shadaloo City every 2 days and they usually have a good discount there but it's up to RNG if they'll appear that particular day or not - the best thing is to combine this strategy with the week where everything is offered at a double ammount for the same price at Shadaloo City. If I'm not mistaken, that will happen exactly one week from now, since those events seem to rotate in a fixed order, so one can already start saving their gems for it.
Regarding the list, it seems to me there is a particular FS+30 which you may be underestimating - but I haven't got it yet to test it out; I don't even have a single FS to +30 yet since they're costly and Viper's at +24 right now: she'll be the first one I aim to get there -, and that is Guile's. Guile is a peculiar character in the sense that all of his FS (and even vehicles) aren't all that great but that +30 seems to me like it could be a game changer since it would mean his lvl3 combo would stay permanently buffed. It would be like a Fashion Blanka that gained all the benefits of wildfire and didn't have to discard them. What Guile is all about is damage, he's not a team player at all, but his damage is so consistently high and shreds through opponents in PVE even without many buffs other than what he applies on himself by setting up his super combo and perhaps some armor break through other teammate's (like Cammy) that he can achieve more damage than my C.Viper even though his equipment and FS is at a noticeably lower level than hers. But I do prefer to pair her up with Fashion Blanka since they have great synergy (she also deals flame damage and has a lvl3 combo since he doesn't have one) and both of them working in tandem stack up even greater buffs to the whole team, while Guile hoards them all for himself. But if you're aiming for pure damage and to clear entire teams to get through PVE, or if you want that wind faction advantage against thunder faction character's, Guile is incredible, so I'm looking forward to see what impact his FS+30 will have on him to max out that saber stacking efficiency.
I'm aiming for Viper +30, then F.Blanka or Bison, and finally Beast Zangief. After those I'll start working on Guile, but I'm still in need of even gold tokens for him, since he's at +14 currently, but my focus is certainly shifting to getting those +30 to my main characters. Once I'm happy with all the SS gear faction aligned and T2 upgraded, I'll focus everything on getting those resource chests to go from +21 to +30. Gotta keep grinding!

If I had included a 6th fighter to highlight, it would have been Guile. In PVE specifically, he's a beast. I even have a note in the sheet about his priority for F2P players. His FS abilities were right on the cusp of top tier in my mind. Part of the reason he was that half-step lower is what you already said: his abilities are only about himself. There are some, like Cammy, who will bring armor break to the fight, to assist HIM, but he doesn't bring anything to the table for the squad. That's a big piece of what we consider when choosing a fighter for one of those valuable slots, and those selfish skills leave him a bit out of the loop when forming a complimentary team. I stand by my current placing of his FS priority (for now), but totally agree that he's at the absolute top end of that "High Priority" category.
Love your note on Fighting Spirits having no RNG. The best grind is the one where you know exactly what you're getting, reliably working toward it with every step (rather than a roll of the dice). Grind on!

This is awesome (invaluable info/well-organized spreadsheet) Glad I saw this (b4 spending the tokens!) Is GFG going to have a guide for Fighting Heart as well? Thanks again for making these beginner-friendly vids! (and not rushing through the vital info).

Thanks for the kind comment! Super happy it helped you out. We could potentially do a video on that... I will check in with Falcon and see what his thoughts are. Cheers!
