Its worth it for me to use my Chaotic Starlight on him right now or should i keep them in the bag (have 3)? And its worth it buying the 3 Special Tickets from store? thank you for your support ... and i would recommend keeping your starlight for new collab units since they go and hard to comeback .. and yeah go for achun and gouken with regular draw ... as for shop for f2p i always recommend buying 1 if possible or 2 if you have diamonds to spare ... since we are saving diamonds for 50% if it comes back again!
A chun works from A to max her SS will buff you more and her 6/6 will help with damage .. if you need a buffer and damage medicate on ur team go for Achun ... Tcammy is an absolute carry if you lack a carry and need a mega bossing monster you go with trendy .. and Tcammy needs max investment too so keep an eye on that
I got Bison to SSS+2, Evil Ryu to SSS+1. Also, Trendy Cammy, Sagat and Witch Juri are S+ (with a spare copy of Witch Juri). Athlete Chun-Li is currently S. I'm currently spending divination tickets to get Evil Ryu to SSS+2. Who do you think should my next target be?
Once a- chun is replaced with summer ibuki from rewards shop in events, I will Div her remaining 1-2 copies! Since you mentioned she does great damage at 6-cars but no mention of FS-30, does this mean only bring her up to FS20 or is her FS-30 still worth?
A chun 6/6 is not that needed super situational and almost the worst in the game for an OP unit like her ... but ofcourse having her +30 or +40 it means more stats for more attacks damage and hp for survivability
i also need 4 copies for bison for +2 but as f2p for the better for my account building achun will help me more ... this is my advice to you ... having many SSS is better than having 1 at SSS +2
For E ryu, you said get 1 copy at least, and then when you get 2 stars, go for 2 stars, I'm confused what you mean. Get gouken first, then 1 copy of ERYU, or get gouken, and then focus on ERYU to 2 stars?

Get 1 copy of ery ... SSS gouken then go back and max eryu to 2 stars full investment ... and also summer elena to SS and work on other projects

it's up to you ... but in case of min maxing and trying to up your account and teams i would go straight for achun
