No it's not mandatory to book tour package for Bhutan trip! It just becomes easier that way with guide and vehicle hire with driver. Guide and driver you will be able to hire after or during immigration but stays and travel insurance needs to be booked in advance - you can use online services for this.

June would be beginning of rainy season in Bhutan! So if you like low clouds in mountains & misty weather then you will enjoy Bhutan! ☺️ Else best months to visit Bhutan from India would be March-May & Sep-Nov. We went to Bhutan in October!

It was a bit outside main Paro city but it was on Paro river. Food was ok though.
