I’ve been removing boots off my vehicle for years. I keep a fake tag and tools in each one of my vehicles because I like to park where I want. I park and just removed my license plate and place a old expired tag that’s not even mines in the back window. I can have a boot removed in about 2-4 minutes. Even make a few bucks sometimes removing boots for parking victims ..
Far less illegal if you just pick the lock and leave the boot behind. They don't really have the authority to go after you otherwise, unless its the city that booted your car.
They have to prove your the one that removed it. Like a witness or video of you removing it. There are ways to remove them without damaging them too. Cut through it with an angle grinder and take it with you and trash it. Problem solved.

All I know is that I had parked my car, when I returned to leave there was nothing attached to my car. I unlocked my car, started the engine and drove away to continue my business. Without a witness or video of the device being tampered/removed their only “proof” is that they had attached it to my vehicle.

Slept in my car in a planet fitness parking lot, showered in the gym and got a CDL which allowed me to work transporting construction material to and from work sites. @Smokin Giant in a lot of states it is illegal to obscure the liscence plate if the vehicle is anywhere except a private home or lot. If you're parked on the street or a public parking lot: the state reserves the right to be able to read your plate. Covering the plate up is a violation of the law in a lot of states and can result in fines and even get your vehicle towed.

I don't know where you're from, but in most jurisdictions, removing the boot is NOT illegal. The city or anyone else putting such a device (or a GPS tracker or anything similar), it can be considered either abandoned property or a gift, and can be removed or destroyed as desired. They can still try to get you for the parking violation if they've written down your license plate, but they can NOT hold you liable for destroying the immobilizer, that's their risk of doing business. So, go at it with an angle grinder or whatever it needs to restore use of your car.

The city or anyone else putting such a device (or a GPS tracker or anything similar), it can be considered either abandoned property or a gift, and can be removed or destroyed as desired. They can still try to get you for the parking violation if they've written down your license plate, but they can NOT hold you liable for destroying the immobilizer, that's their risk of doing business. So, go at it with an angle grinder or whatever it needs to restore use of your car.
