I haven't seen a portable receiver with a preamp, but I have seen the attenuator switch. It's possible that some receivers have preamps built into the block without the option to activate it with a switch. It’s neat!
If you read the manual (which everyone should do) it specifically states under setting the clock "The radio clock only supports 24-hour time display only."
You can get a good quality radio for well under $250 (and one that supports SSB as well). The Tecsun PL-330 would be my choice which can usually be found for under $80. Yes it's a portable, but honestly the desktop radios are overpriced for what they offer (and most lack SSB).
