Speed brackets internally ordered primarily by tractive effort, strongest to weakest. If identical, then lightest to heaviest. The value in front of the slash is the top speed with full reverser, so that's easy to reach. The value behind the slash is the ultimate top speed, which is unreachable under decent load.

BTW the engine that was introduced in the Cattle Update is called the Ferries & Cliff House 2-4-2T. It is simply referred to as "Ferries" by the community
