Max did not deserve the penalty but he is also the guy who squealed on Norris in the race to get him penalized. Max actually turned in a fastest lap during the yellow period.
Max lifted.. Lando didn’t and gained nearly a second on Max on the straight That is Breaking a safety rule that could kill someone if not followed (not the case, but if there was a driver or personnel on track.)
Russel and Max were on a build lap… Russel saw him from a mile away and still nearly hit him… and it wouldnt of affected Russel’s lap.

Max got caught driving well outside of the delta and happened to almost cause a collision. Rules are rules. For a 4-time champion who has a reputation of driving up to the limits of the rules and running other drivers off track because the current rules allow it, he should've known. It's a fair play by Russell.
