Ballade was always my favorite of the Mega Man Killers and all of Mega Man's rivals. 1. He without a doubt has the best design and feels right. He's more slim and intimidating than the last two killers. Enker was simple but didn't feel complete and is rushed in at the end. Punk is more of a one-time villian to me. But Ballade always seemed to be what was supposed to be his main rival. He is taller, and as previousky mentioned he is more slime and intimidating 2. He doesn't feel slapped on The last two killers feel slapped on at the end and hold not much of a real purpose, including their weapons which you get before Wily. Ballade you fight twice and get his weapon before the second set of bosses. Furthermore making him feel more proper, making him feel like he was meant to actually be in the game from the start. 3. Character I don't care for the story in Mega Man games to be blunt. But it's stuff like Ballade and Cossack where I happen to find it interesting and actually care a bit. Ballsde unlike the last two Mega Man Killers Ballade feels like a character and even changes over time. In Mega Man games the bosses are supposedly sentient and have their own personality. Which gets reflected in the gameplay if you keep dying at a boss, you'd want to get his weakness and finally kick his ass. Making the boss feel more important than others. Ballade is set up and built up to be the rival right from the get-go, being shown in the intro unlike the last two Killers. He has suspense to him. And at the end he realises he was the villian, when other Mega Man bosses just do what they are supposed to do. Bass and Ballade have better personalities. They are simply put, good characters and are more independent than other characters in the franchise.
I know this was posted a while ago but do you really get his weapon before the 2nd set? Iirc you only got it in the 2nd encounter before wilys battle Ship
Ewan Coral becuase they are just fakes the original ballade took he’s own life to save mega man remember wily made him and can easily make more as seen in mega man v before u rematch ballade
I believe the one in Mega Man V is a clone, seeing as there are multiple Ballades in test tubes right before you fight him. As for Mega Man 10, there doesn't seem to be a real reason. Seeing as his stage is bonus DLC and not tied to the actual story of the game though, I'm guessing it's probably non-canon.
Wily probably made more robots identical to Ballade, but since the original Ballade was destroyed and the AI chip (or whatever it is) was destroyed with it they don't have his personality...

Yeah he’s the has the coolest design too, Enker just looks like a Chinese bootleg version of Mega Man while Punk looked like a generic Mega Man enemy

I think they'd probably need permission from Capcom to do that. That said I'd love to see the Game Boy games get their own Mega Man Legacy Collection.
