The exception is refraction rail road, where every fight counts as an abnormality fight, so you only have 5 max
It works differently now. You can set the order of skill slot gain in the id selection menu. This way you don't have to get lucky for certain sinners to get the next extra slot.

did you automatically lose regardless of whether you defeat the enemy or not once you reach a certain turn? i don't get it
after reaching 100 turns you'll lose even if you defeated all of the enemies
