I was wondering, also, how one might be able to make pumps to push water out; as a standard pump, not a ballast, but rather the pumps at the bottom of the ship to help draining the sub when it floods. I'd appreciate it if you educated me in that field as well, brother.
To make that kind of setup, you need components. I don't remember the set up exactly, but there is a prefab in the sub editor called a "Bilge Pump." What this does is it will automatically turn on when water is detected, because it has a signal check component and a water detector. Use this in weak spots so you can drain the water. Remember to power the pump too.

there is a pre made pump you can spawn in now that automatically drains water

Mine don't fire! I get the green bar but it just blinks red in the center. It has power, the whole bar is green! NOTHING IS DIFFERENT!
