Many parts of Penang are broken and difficult to walk. No one in their right mind would walk along Tanjong Tokong which is a major thoroughfare.
The City of Dreams, a new housing development has decent walking pavements. The newish housing development looks like a western suburb.

You obviously are not an experienced traveler. Perhaps you should leave making videos to someone who is more experienced. I have lived and traveled all over the world since 1978. I can tell you those streets are walkable

Penang is such an unwalkable hellscape for a city that is the 2nd largest in Malaysia. The lack of urban planning and the constant protests make Penang the worst city in Malaysia for pedestrians
Hopefully they can atleast follow the footsteps of Johor Bahru, who have done significant progress and personally have done more for the people than Kuala Lumpur and any other city in Malaysia
