Just the same manner as when he is driving slowly through the hoods. The only problem I think Charlie would encounter is alot of wealthy neighborhoods are gated, so he would need a code to get through. Also some of the most exclusive wealthy neighborhoods are private altogether. But he shouldn't let that deter him because as I always say, where there is a will there is a way. The abandoned places are a little creepy, but the occupied homes for the most part have neat yards. To me it doesn't look too bad. It just looks like a lower income area. Most everyone I have ever met from Memphis has been laid back and friendly. I honestly wouldn't mind living there.

I am currently living very close to the hoods (between North Memphis and North of Midtown). It is indeed very sketchy. But its alright to drive around. Also, there are few safe streets to walk around. Gotta be careful though. Tbh, the whole Memphis is a rundown city. Hopefully, it picks up because its got its history and beautiful old buildings. Wow, I saw the most BEAUTIFUL Norway Maple in the front yard of a beautiful home. Memphis isn't all bad.
The abandoned places are a little creepy, but the occupied homes for the most part have neat yards. To me it doesn't look too bad. It just looks like a lower income area. Most everyone I have ever met from Memphis has been laid back and friendly. I honestly wouldn't mind living there.
I swear I could hear air brakes, I think Charlie is driving a school bus! When you slow it down to 0.25 speed you can hear the otherwise inaudible high-frequency noises of the engine falling apart and it sounds like music LOL

I am currently living very close to the hoods (between North Memphis and North of Midtown). It is indeed very sketchy. But its alright to drive around. Also, there are few safe streets to walk around. Gotta be careful though. Tbh, the whole Memphis is a rundown city. Hopefully, it picks up because its got its history and beautiful old buildings. Memphis reminds me of Macon Georgia a very African American dominated city very very soulful but I’m sure it’s way bigger, to live is more of a struggle, the crime is deeper and the people probably aren’t as friendly

In Memphis, you can be sure it's a housing project if it has "gardens" in the name. It's always a bumper crop of bare dirt in those gardens, too.
Chattanooga has some nice places but some areas (rossville, southside) can be pretty rough

Actually last summer I drove to and around Memphis and stayed in a hotel there (it's actually pretty nice, I think it was Graceland) and went out to eat at McDonald's, it actually isn't that bad. Granted I don't know if it was where he drove and I didn't really drive around as long as he did.
