We have a heavy tax charge (40%), but the resources don't go to infrastructure changes. They don't make any disasters prevention. This city expended a lot more with Christmas decoration than so much less with construction of fundation that can avoit this type of disaster.

Don't blame the victim. Just like an earthquake, it is not something that can be avoided, but it is something that infrastructure works could be carried out to make the region safer and avoid the large number of deaths - remembering that in 2010 the same type of incident happened with more than 900 deaths in the same city.
