Closer to 70-75% of Ottoman Palestine, which was a Turkish Province - never an Arab state (just for those that don't know).

That's about as clear as you can get. In order for a country to be sovereign it must have a permanent population, defined borders, a government that is not under another, the capacity to interact with other states and an established currency.
