You need to install winrar to make it a rar and extract when you reset windows there is no winrar so it has the default white zip file look which can still be extracted without winrar.
Make sure that your using the newest version of nfs you must have Need For Speed 2005 (version 1.3) for this to work if the game doesn't start then it means you have an older version of the game.

This is is not locked at 60fps if your getting 60fps locked it's most likely vsync or your using Windows 11 which locks the game at a constant 60fps.

On windows 11 games like gta san andreas and nfs mw 2005 are locked to 60fps with no way to unlock it base on my personal experience with windows 11.

Just add the mod and tun the game dont change the resolution in the game why cause the mod already has the fixed settings for sharp resolution. 👍
