For 2 player games, voting in policies are always at the advantage of the Mission Leader since they get to break their own ties. are these rules changed for 2 players where both must agree
This is the expansion I was least interested in originally yet the more I learn about it the more excited I am for it.
Agree. Had the least coverage at first, but feels the most thematic to me. Looking forward to them all.
