Bring back EMA and watch the violence decrease. The youth have no real financial support. This is where the issue really lies. EMA was cut just before my time arrived, so I know it affected me negatively. We have serious issues with our current government and all the cuts they have been making.
I don't think it was effective. Lots of youth would turn up for registration and then be out the door. There shouldn't be a financial incentive to pursue further education. It should be a personal desire. Apprenticeships are a better route than EMA.
