You need to place sand for them to spawn on and wait. Also, make sure there arent other passive mobs around. If you have other mobs in the world you can name tag them so they don't fill up the mob cap.
You need some way to delete the terrain and you need to disable to bowled boarder from the datapack. The next update to the map will make the world infinitly void. No normal terrain ever.
