Kara was never meant to be new akatsuki as they had different meanings and aims; also stylistically they represents different allusions (Akatsuki is reprise of war while Kara is much more diverse set of contexts).

i highly recommend you reading the manga then. in contrast to naruto shippuuden, boruto anime was almost completely filled with non-cannon filler episodes since back then naruto manga was weekly but boruto changed to being a monthly, hence they need the animators to do more fillers. i've heard a LOT of people complaining about boruto for exact those reasons but me as a manga only reader i've enjoyed it

Akatsuki was all about going around collecting tailed beasts and gave off a conquer the world vibe. Kara was about finding children and testing them to see who could inherit the karma which lead to a lot of children dying and they give off a cult vibe. Both themes match their groups well. The more chilling Kara theme is what I find creepier and that's why I prefer it over the Akatsuki's one.

Akatsuki was all about going around collecting tailed beasts and gave off a conquer the world vibe. Kara was about finding children and testing them to see who could inherit the karma which lead to a lot of children dying and they give off a cult vibe. Both themes match their groups well. The more chilling Kara theme is what I find creepier and that's why I prefer it over the Akatsuki's one.
