I love this question...Listening to Billy's response & hope it's my perception. Agreed, there are not as many great people as there are places sometimes. But, the places we are become something special because of "those" we were with & somehow, if given the opportunity to go become part of the melody.
if you actually look at the lyrics of vienna though, it's clearly talking about and to a specific person, it's not really about the city of vienna at all.
The individual in Vienna acts as a mode to tell the listener about Vienna, and it is quite clear the content of the song focuses centrally on the relaxing serenity of Vienna easing the rapid-American lifestyle after one's life nears a close.
Anyone else notice how Billy puts on a slight German accent in this
He did because it is easier for them to understand. Just like foreigners who speak with a more englush accent are a lot easier to understand

A bit late to the party but Billy’s father was born in Germany, so I wouldn’t have been surprised that he picked up a bit of German twang just from being with his dad! ☺️
Haha yes! I feel like he tends to do stuff like that. Idk if it's to be more relatable or to fit in or what but I think it's just something human and mostly natural

From the expressions on people's faces, it seems like the Germans think it's a weird question too
I know why the young man asked the question. But it's not that most of Billy's songs are about places; it's that the ones which are, are so memorable, distinct, and timeless (Hollywood, Los Angelenos, Italian Restaurant, Highland Falls, Vienna, Leningrad, Nantucket/Long Island Sound, Scandinavian Skies, Saigon, Zanzibar, Rome, Miami...) that their titles poke out from his vast catalog and create an illusory imbalance.
