    when the punch cancels depends on the positioning of DK's arm, so it might have been slower

    yeah 1/30th of a second.
    so 2 frames are like 0,06 or 0,07

    No, only interlaced PAL is 25 fps.
    Interlaced PAL = 25 fps (50 fields/s)
    Interlaced NTSC = 29.97 fps (59.94 fields/s)
    PC emulated SSB: 60 fps
    1000 ms / 60 frames = 16.666 ms, rounded to 17.
