Yeah I remembered that and I was expecting him to have all the strawhats and other pirates' former bounties in the list too, to compare. Robin's bounty was 79 0000 000 for an 8-years old. That's how crazy the government were about erasing any information about the void century and the poneglyphs.
I don't remember much "old" bounties besides that but I think Hancock was also around 80 or 81 millions as a shichibukai at the beginning?

I remember reading a theory once that said that the reason they made Chopper's bounty so low was to not jam up the bounty system. They know that Chopper is strong but they don't want a massive backlog or people trying to submit a random animal to try to collect the bounty. So they made the bounty so low that no one cares.
If they wouldn't want people to care they would just not issue a bounty.

@@aziq9732 he was just that insignificant to the marines and everyone else. He was like all the nameless marines, but part of a pirate crew instead. That’s how well he sidelined himself if that makes sense. It wouldn’t make much sense to give every nameless pirate a bounty when they probably won’t make a big scene. Only the WB crew/fleet and people associated with them knew about blackbeards betrayal and true strength. It wasn’t till he captured ace that people knew of him.

Fun fact, while he does not have an official bounty Oda has stated that Enel, had the world government known about him would have had a bounty of 500,000,000. Which would make him one of two gods with a bounty of 500,000,000. Not bad for a villain that was so early in the story.
Which also would've been the highest bounty in the whole first half of One Piece, surapssing Doflamingo's frozen bounty of 340,000,000 by a staggering 160,000,000, which is gigantic when you think about the fact that again, it was only the first half o One Piece and Luffy's bounty was still very much lower at the time they beat him

What I think the bounty of World Government members would be if they had bounties.
Admirals:- Greenbull: 3,200,000,000 --- Aokiji: 3,365,000,000 --- Fujitora: 3,950,000,000 --- Kizaru: 4 Billion --- Akainu: 4,580,000,000
Marine Legends:- Garp: 3 Billion --- Sengoku: 4,100,000,000 --- Kong: 5,500,000,000
The bounty of the celestial dragons is 10 billion! (Meaning, killing one of the celestial dragons would reward you with 10 billion)
The Gorosei have a bounty of 750 billion!!! (Same as the celestial dragons, all of the Gorosei have the same bounty of 750 billion)

I love the fact that Oda-sensei likes to make puns in the bounties for his characters mainly as number word play. Though you would think that you'd see more bounty hunters in the series because these days anyone of the bounty numbers he makes could let you retire in no time and set you for life of you survive.

The only issue I have with bounties is that the Demi human (giants,fishman,minks,and dwarves) are giving lesser bounties than they deserve and then the people the government doesn’t want to hype up someone so they cover what they do

It’s kind of annoying that even after everything Luffy has done and as explicitly dangerous as he is to the entire world government, he still has the lowest bounty of all the yonko. It never stops feeling like the government isn’t really taking him seriously. If the nika fruit is as dangerous as they keep saying it is, they wouldn’t even have a bounty poster. They would just send literally every ounce of man power to kill him immediately
It's just the gorosei who know the true potential of the nika fruit and because they don't want to disclose how dangerous the fruit is, so they would not tell anyone about the fruit.
And the bounties are given by the Marines who don't know about the fruit yet.
It might also be because, the other yonkos might have done way terrible things then luff, such as The cross guild assigning bounties on marines, or shanks being somehow connected to the gorosei, and blackbeard eating 2 devil fruits(he is also a potential candidate for being a rocks d xebec clone.
You have to keep in mind that Luffy and the other Straw Hats usually only target other pirates and have even cleaned up two huge messes and another smaller mess in World Government affiliated kingdoms. While he has essentially declared war on the World Government, employs the only known remaining reader of the Poneglyphs, has ransacked Enies Lobby, has led a huge prison break from Impel Down, fought in the Marineford War, and has now awakened his powers of the Devil Fruit the 5 Elders fear most, he's still relatively harmless compared to the other Warlords except possibly Shanks.
Imagine capturing a freaking polar bear and not being able to afford a pizza with the bounty! I am not even talking about Bepo just a regular polar bear
