The vents at the bottom of the laptop are usually for air intake. When your laptop fans are running, check the side and back of the laptop to see if air is being blown out of one of those areas. If it is, the bottom of your laptop is for air intake, and a cooling fan blowing air in will be great for it. As an alternative, you could download HWInfo to see the temperatures of your components.
I have a question, is it safe to use my laptop in a cool temperature, but my fans are not working? Im currently using it in a cool place but its fans are broken, is it safe to keep using it like that?
Most laptops will slow down or shut down automatically if they get extremely hot. Having said that, it's not very good for a laptop to be running for very long without a fan. It is good that you're using it in a cool place as that will definitely help, but best to get the fan fixed, or perhaps use a cooler that can be placed under the laptop.

Nothing worked. I use 4 erasers to keep on my laptop my laptop runs on balanced mode, I only open max 2 low power programs at a time, I don’t have a cooling pad and I haven’t even cleaned it up cuz it might push the dust in
