It's been speculated that Luc had somewhere between 5-9HP. He died due to taking the halved (19) fire damage from passing the Dex save, and half of that would still be 9 damage. He would have still been unconscious and rolling death saves even then. Since it took them a few rounds to completely destroy the elementals, he would still have had a chance to end up failing the death saves, meaning that the fire resistance rod wouldn't necessarily have saved him even if he had been holding it and even if Matt bent the rules so it didn't require attunement.
Now I'm all for the parent trap antics I think we as a community is all about the parent trap antics but I care to much about these NPCs' lives to not stress over the decision to keep them in the empire and not leave them in your summer home in a land in which the assembly could not travel without causing another war

isnt there a rule that states if a character gets damaged that exceeds their total hp, they cant be brought back ? Because i feel Luc should have stayed dead to teach the group the consequences of their actions
Matt has homebrew rules when it comes to bringing characters back to life. Idk if its the same for PCs as NPCs, but usually when PCs die, the revivify DC is 10, and they use Persuasion as the check. If the PC has died before, or even multiple times, the DC to come back to life is higher, and Matt typically allows 3 people to make persuasion checks, and if the checks are successful, the DC lowers. But all this may be different when it comes to NPCs.
