Hi after your 14 row pattern repeat, is your row counter on 31? If you add 23 plain rows like you suggested, then your row counter will be at 54. How do you get 40 rows?

@@coldhands1973 3 plain 14 pattern 23 plain waste yarn at cast on and cast off. Hope this helps
