He doesn’t have any superpowers or abilities, it’s simply his sinister vibe, like you can never tell what he’s thinking
On the contrary, maybe that's why he's the scariest villain. That's why he succeeded in destroying the Avengers from within.

Well, right now it looks like Falcon and Winter Soldier are mainly going to deal with Karli Morgenthau and the Flag Smashers this season
i think it may be like wandavision where there are multiple villains
I feel like he will be, the flagsmashers seem to be more of anti-heroes and the series is holding out for something bigger.

In the end of Civil War, Black Panther gave Zemo over to the Agent Ross who works for the CIA I think
