Essentially the same process as shown here. First you figure out what direction you want the grass to wave, then set the scale super low, like 4 or 5. For better results I suggest having multiple wave effects but with slightly different directions and speed and/or strength. This prevents all grass from waving at the same time in the same direction.
Late reply but in case it might still be usefull or others have the same question: Set the opacity slider to 0 and simply redraw the area you do not want to move.
I don't mean to be rude but did you even watch the video? The very first thing I do is add an effect from the menu on the right by pressing the "Add" button.
Sounds like you didn't have a layer selected. Make sure you import and select that image, otherwise wallpaper engine doesn't know which layer it has to apply an effect on, so it won't show the menu.

Artemis yes i did. but there was no add button or effects only Assets that’s why I thought you use a old version
