I've been creating online storytime for the library using Photoshop (create pngs) and Premiere Pro but struggled to properly animate kids' stories using those programs. You should be able to use a shape tween "within the symbol - to morph/warp the shape" and a classic tween "on the main timeline - to move or transform the symbol's container." Is this not possible?
