My four year old’s straps are already below the shoulder. That seems too early to need to move to a booster seat?

If the shoulder straps are already at the highest level and their shoulder has passed it then they have outgrown the 5 point harness capability.
Being able to fit in Booster mode is a whole different question. On the side of your Diono, it'll let you know the minimum age, weight, AND height the child needs to be at to use in Booster mode. If they aren't meeting all 3 requirements, then they will not be able to use this car seat safely anymore, and you'll need to pivot to another seat.
