Wondering how your arcade game is setup, I dont see items appear in the item wheel at the top and whenever I get something from slots I dont see it in the center glowy party on my screen, general minor rendering issues like that
If I had to guess it's probably because of your graphics card or something along those lines. I'm using a gaming PC with an NVIDIA graphics card which supposedly doesn't have those types of issues.
I personally think it's connecting to the actual servers. At one point when the arcade cabinets in Japan were getting an update for some new Green Shell mode, during that period the servers went down. The official GP DX website detailed it as well, and when I tried to log in with the emulator during that time I also couldn't go online until they stated that it was back. So yeah, I can't find anything more concrete than that.

After a set amount of time the announcer says a joke then hits everyone who doesn't have a shield up. It's basically an incredibly delayed Lightning item.
