You have the axle upside down, the way you have it opens the valve at the lower piston position to the air supply and at the upper one to the exhaust. The long milling must connect the two holes as soon as the piston has passed the top dead point.

I'd love to see a tutorial where you show us more about gears in solidworks, you could come up with a simple project with a few gears and make it.
